The Wayward Spy Reviews | WillCry: Mystery & Thriller Book Reviews

The Wayward Spy Reviews
The Wayward Spy info and reviews

In Roger Croft?s explosive and mercurial espionage thriller, The Wayward Spy, he offers readers an idea of how the secret undercover spy world works-and how one might throw a wrench in it. Croft?s take on things is part farce, complete irony, and unfettered action. When retiring newsman Michael Vaux returns to the neighborhood in Cairo where he grew up, he?s reunited with former schoolmate Ahmed Abdul Kadri, who happens to be Syria?s chief armaments buyer. With good reason, this piques the interest of the British Secret Service who orders him to tow his country?s lines-and interests. Directed to pump critical intelligence from Kadri, who is presumably a bitter former official of the Syrian regime, when Vaux goes missing all bets are off. In a dynamic, masterfully crafted plot that takes readers from Geneva to Morocco, until the very end, it?s nearly impossible to figure out the ruse or even, at times, what?s at stake. Perhaps, when it comes down to it, there?s nothing better than a wil (More?)

Acer says Microsoft is too 'controlling' of Windows tablets, restrictions 'troublesome'

A web of rumor and suggestion has been spun in recent weeks about a new tablet-oriented version of Windows. But when major players like Acer start moanin' and complainin' about how they're going to make hardware to run the new OS, that's when you know something has to be afoot. According to Bloomberg, Acer CEO J. T. Wang spoke up at Computex to berate Microsoft for being too restrictive in what processors it will permit to carry its new baby, saying it is "really controlling the whole thing, the whole process." And he wasn't just speaking for Acer either, because he added that chip suppliers and PC makers "all feel it's very troublesome." It begs the question, if Steve Ballmer is borrowing Apple's approach and becoming a control freak, why doesn't he just go whole hog and build a Microsoft Tablet from start to finish?

[Thanks, Tiago]

Book Review: The Circle Within ? Sage and Starshine

?The point of Wicca, the real mystery behind it all, is to remember the Divinity within ourselves and all things; to manifest our God and Goddess all the time, every day, every moment; to love as They love, to give as They give; to serve Them in perfect trust, and thus bring Their grace more fully into the world; to understand that we are the embodiment of the Divine love and nurture, and to express that love in the world; to walk as God and Goddess.?

-Dianne Sylvan

I recently re-read Dianne Sylvan?s The Circle Within: Creating a Wiccan Spiritual Tradition. The book wound up in my possession on a whim, and I did not expect much given the outer design (an eclipse on black background) and a certain crescent moon present on the spine. Here I must admit to ignoring the age-old adage of never judging a book by its cover (or its publisher, for that matter). The first time I read The Circle Within, I finished it in a single weekend ? impressive for an overworked college student who barely has time for extracurricular reading ? and felt myself smiling for a full week afterwards. Read ahead to find out why I gave this book 4/5 stars.

One of the strengths The Circle Within is that it?s not, in any way, a rehashing of the same eclectic Wicca 101 information that?s absolutely saturated the market. Nor does it come off as preachy, New Age-y, more-persecuted-than-thou, or suffering from Special Snowflake Syndrome. Wicca (at least the public, eclectic sort ? Sylvan makes no claims to be speaking for British Traditional Wicca/Witchcraft) is not presented as some arcane, centuries-old secret society, and nor is it so undefinable as to be whatever the practitioner wants it to be.

What the book is, though, is a wonderfully written, personal guide to incorporating Wiccan spirituality into one?s everyday life. Alternating between humorous and touching narrative that?s part memoir, part how-to guide, Sylvan paints a portrait of the kind of religion I?ve strove for my entire life. Sylvan comes off as wise not because of her ordained clergyhood or because she?s amassed degrees, but because she?s been around the block and has spent the time and effort to build up relationships with her God and Goddess outside ritual settings. Being Wiccan (or any other sort of practitioner ? much of this advice works for all religions) isn?t about the trappings used for the eight sabbats and thirteen full moons a year; those holidays, in fact, should be all about celebrating the joy religion brings us in our everyday life. I personally have a hard time getting and staying connected to the spiritual feelings I sometimes uncover in ritual. I suspect this has part to do with my depression, part with massive trust issues when it comes to myself and the Divine, and part with a natural disinclination towards sensing energy. What I?ve loved so much about The Circle Within is that Sylvan points readers directly towards ?mundane? spiritual acts ? daily meditation and prayer, cultivating spiritual attributes in our lives, finding holiness in our bodies and immediate environments? ? as more helpful in developing a Wiccan life than the most expensive props and ridiculous Craft names used only at sabbat and esbat rituals.

Much of The Circle Within emphasizes returning to the divine connection often forgotten for one reason or another. The best way to remember this connection is by practicing Wicca constantly, the way one constantly practices a new language in order to truly learn it. Like learning a language or instrument, learning to integrate Wicca into one?s daily life is not a task that can be achieved overnight. Sacrifices must be made to dedicate the time and energy required to deepen one?s faith. If you?re reading her book (or this blog, for that matter), you have at least five minutes of time today you can dedicate to your spirituality. No, you probably don?t have time to whip out all the ritual gear and do a 90-minute circle casting, element invoking, God/dess welcoming, power-raising rite every day, but who has the time or energy for that? This ?all-or-nothing? mentality is what keeps many, myself included, from walking their path every day. Sylvan extensively discusses the use of prayer to commune with the divine, a subject which many other books gloss over, ignore, or worse, shove into spellwork. Rather than including an author?s Book of Shadows, The Circle Within has a Book of Moonlight featuring several daily prayers and rituals that I found very inspiring.

When it comes to morality, especially the famous/infamous Rede, Sylvan advocates a moderate approach. Instead of viewing ?harm none? as an absolute (and impossible) command, she suggests interpreting it as a guide for cultivating balance in the world. We should balance the harm we do just by living ? Sylvan brings up the excellent point of killing countless micro-organisms with each breath ? by doing good, healing work and cultivating what she calls ?Wiccan graces.? Instead of asking ?Did I observe every sabbat and esbat last year without fail and in the perfectly ascribed manner??, Sylvan wants us to ask if our lives are filled with love, compassion, humor, gratitude, and joy, among other qualities. I have to admit, I?m rather smitten with the idea of religious graces and virtues. For me, they serve as a checklist of spiritual health and are what religion?s all about. At the risk of speaking for others? experiences, I feel that if religion hasn?t changed you on some fundamental level, if it?s not helping you be a better person or express yourself more fully or, worse, is destructive to who you are, then perhaps you need to ask why you?re practicing that religion in the first place.

Perhaps my favorite parts of The Circle Within were chapters four (?The Temple Hearth?) and five (?Building a Practice?). These are truly the heart of the ?beyond the basics? information I?ve been searching for. These chapters talk about cleansing the self and the home, setting up and caring for an altar, developing a routine of daily ritual and prayer, deepening our connection with nature, and understanding the different conceptions of and needs for sacred space. Sylvan?s very adamant about treating all aspects of our lives and bodies as sacred and giving them due respect. Everything we do, expressly spiritual or not, is connected with everything else in our lives. These chapters also have my favorite quotes of the entire book: ?Our fundamental, self-enforced separation from the natural world is tantamount to ripping a child from its mother?s breast and forcing it to live on Diet Coke? and ?If you can?t remember the last time you touched the bark of a tree, felt grass through your fingers, or sang to the moon, you?re missing the entire point of Wicca.?

There were a few instances in The Circle Within where I disagreed with Sylvan. In particular, when discussing the nature of Wiccan Deity, Sylvan is definitely in the singular God and Goddess camp. Statements like ?Giving a particular name and face to a god is essentially limited that god, penning him or her in to our own standards and making him or her smaller and less powerful? make me raise an eyebrow. Considering the only meaningful deity interaction since I left Christianity has been with named gods, rich with myths, flaws, faces, and favorites, I think I?ll have to disagree that taking a hard polytheistic route is somehow limiting the gods I work with and have come to love. While I understand Sylvan is working within a particular religious framework and is writing for a general audience, I would have preferred more inclusive language.

However, Sylvan reiterates that these are her experiences and this is one approach to Wicca, and I agree with (or at least appreciate where she?s coming from) the majority of the book?s contents. She presents a commonsense, immensely practical guide to deepening one?s spirituality that goes far beyond the deluge of introductory material in bookstores today. With wit and wisdom, Sylvan offers sound advice for those looking to bring Wicca into their everyday life. I award The Circle Within 4/5 stars as a good book you should seek out if you get the chance.

The kind of life that we enjoy right, is now hard to imagine without paper. What would be a hard and paperless communication would be extremely difficult. Whether we are still students or professionals, we need paper for a million reasons. That's why companies are now making paperMake millions with all forms and types of papers that developed and are now available on the market.

Larry Ellison Is No Friend of the Majestic Redwood (Updated) [Lawsuits]

Jack Loftus ?Larry Ellison Is No Friend of the Majestic Redwood (Updated)Lest we forget that the mega-rich simply do not think like we common folk, take a look at this lawsuit from Oracle founder Larry Ellison. Updated.

Seems a trio of Redwood trees have grown a bit too high for Ellison's liking, to a point in the sky where they're seriously hampering the San Francisco Bay view from his $3.9 million 10,000+ square-foot hillside mega-mansion. He wants them gone.

Chop, chop, right? What's a few massive trees to the super-rich? Well, the problem for Ellison is these three trees reside on the property of Bernard and Jane Von Bothmer, who bought the land and the home situated there for $6.9 million in 2004.

Now Ellison, who maintains the previous owner said the trees would be regularly trimmed and maintained (which the owner denies), is suing to have the trees removed, reports Business Insider:

Larry Ellison has hired an attorney who specializes in neighbor's-trees-blocking-your-view litigation and sued the Von Bothmers to force them to cut down the trees. In connection with this litigation, he has already submitted a 207-page deposition, in which he revealed that, when a neighbor complained about redwoods on his property in the Valley blocking her view, he chopped them down.

Hilariously, the Von Bothmers have found several limbs from the controversial trees in their yard, allegedly trimmed by rogue lumberjacks that Ellison has since denied hiring. An attempt to "top" one of the trees was foiled by Mrs. Von Bothmer when she confronted three of the lumberjacks who were up in the tree at the time.

Rich people?they have petty domestic squabbles just like us!

Update: A source that wishes to remain anonymous but claims to know intimate details of von Bothmer family/case has provided the above picture to Gizmodo showing large trees blocking the scenic view of the home as far back as the 1950s, when the home was built by Alma Spreckels Coleman. Redwoods are a long-living tree, so it comes as no surprise that the controversial three seen today might have been alive and well as far back as 1950. [WSJ via Business Insider]

Managed Human Resource in 21st century | Human resource development

Today?s enterprise management provides the human resource function to enroll and execute the human resources program. Human resources provide administration for recruitment, actions, payroll, and some development functions. Literary the word human resource does not mean any ethical or logical development of human spirit, but it suggests to specific business needs and increase individual human worth to the enterprise by engaging people to the enterprises. It is true that science has developed to a pioneer top today but the manual work is just undeniable. So the need of eligible candidates is always high. Some advanced companies try to develop human capital, as they want to increase the human effort to develop their business. They are at a disadvantage because the business is not organized to define specific business needs, to point it out where special capabilities are required in the business, to record the value created in the business through application of human capabilities, and to assess the worth added to human capital through greater result value creation that human capital be identified as specific capital solutions utilized to produce business results, investments be made to develop human capital to increase the value of assigned results, human capital performance be managed against the results produced to increase human worth, and that human reward be a commensurate part of proven human worth to the business.

The enterprise must organize the business to invest in and utilize human and other capital as specific solutions in performance to produce high value and high quality results. Human capital is maintained to be ready to produce results. Human capital is developed as capability solutions to utilize specific business processes to produce specific results. Human personnel and capabilities also are supported with the knowledge needed utilize other capital solutions and to produce specific results. Human personnel capital management produces human capital management results carried over from the existing business. Human personnel capital management also manages periodic human worth assessments to determine and update human capital worth related to performance as human capital solutions and result value added to the business. Human capital worth assessments provide the basis for annual and special rewards and human career planning in capability development and result utilization.

Human knowledge capital may develop and maintain some generally applicable business knowledge, maintained by business subject, but in 21st century business management is to create and utilize knowledge that is specifically applied to the business. Human knowledge capital must be developed as a part of every result-driven capital development project, with the documentation records, to provide the human instructions and other knowledge needed to utilize new solutions to produce specific results. We have only one fundamental problem in 20th century management. The business has never been organized and managed. We organize people into an organization structure that is laid over the business. We then lay more management structures for strategy and planning, account, business processes, performance management, administration, etc over the business. The only solution is to eliminate unsolvable 20th century management problems by organizing the actual business as one business structure through Result-performance Management. The business structure provides the architecture for organizing all businesses in an industry and all businesses in an area or sector of the economy; so the government can manage businesses in an industry, such as the financial industry, and businesses in an economy.

Yemeni Warplanes Reportedly Strike Islamic Militants

Yemeni warplanes carried out airstrikes Monday on a southern town seized by hundreds of Islamic militants over the weekend, witnesses said, as the political crisis surrounding the embattled president descended into more bloodshed.

President Ali Abdullah Saleh, who has clung to power despite months of daily protests, defections by key allies and international pressure to go, has repeatedly warned that Islamic militants and al-Qaida would seize control of the country if he steps down.

At the same time, he has intensified a crackdown on protesters. Military units loyal to him carried out a fierce assault Monday on the southern city of Taiz, which has been a hotbed of anti-government protests since the start of the uprising in early February. A doctor at a field hospital set up in the city's main protest camp said at least 20 demonstrators were killed.

Saleh's opponents, including some in the military, have accused him of allowing the militant takeover of the small town of Zinjibar to try to bolster his argument that he is a key bulwark against al-Qaida and win back support from countries like the United States.

Fighter jets fired at the southern outskirts of the town, and loud explosions were followed by rising columns of smoke, said resident Ali Dahmas, who spoke by telephone.

"It is also disturbing because the positions the army is targeting are residential areas," he said.

Military units battled the militants in Zinjibar overnight and into the morning in an attempt to clear the fighters from the town, where they've blockaded themselves behind barricades and rocks since Friday.

Shelling killed at least four of the fighters, bringing the death toll there since Saturday to 34, according to an official at al-Razi hospital who spoke on condition of anonymity because he was not permitted to talk to journalists. The dead included soldiers, militants and civilians, he said.

"The sound of explosions and bullets are rattling the city," said Waleed Mohammed Mokbal, a resident of the town center. "An exchange of gunfire in nonstop."

The Islamists who seized Zinjibar are not members of the Yemen-based al-Qaida in the Arabian Peninsula, which is of major concern to the United States. They are former members of a group known as the Aden Army, which fought in Afghanistan against Soviet forces in the 1980s and returned to side with Saleh's government to put down a 1994 civil war with the south. The militiamen demanded payback for their help and were given key positions within security forces or as civil servants.

The same group took over the nearby town of Jaar earlier in the political unrest roiling the country, and there were also accusations then that Saleh had allowed them to do so.

On Monday, the militants moved out from Zinjibar and shot dead four military officers they stopped at fake checkpoints they had set up along the road to the port city of Aden, the official at al-Razi hospital said.

Yemen's unrest has veered dramatically in the past week.

The failure of a mediation effort by Saudi Arabia and other Gulf nations seeking to persuade Saleh to transfer power gave way to five days of fierce street battles in the capital last week between pro-Saleh military units and armed men loyal to the country's most powerful tribal leader, who has joined the opposition. That fighting killed 124 people.

In Monday's assault on Saleh's opponents in Taiz, hundreds of soldiers from the Republican Guard stormed a protest camp in the southern city, firing on crowds and bulldozing a field hospital set up in anticipation of such an attack.

Security forces first tried to clear the square in Taiz with water cannons, tear gas and loud stun grenades, sending thousands rushing for shelter.

Forces from the Republican Guard, which is commanded by one of Saleh's sons, then moved in before dawn and were backed by tanks, said Sadek al-Shugaa, head of the field hospital at the protest camp.

Republican Guard soldiers along with security forces and armed men in civilian clothes attacked the protesters. Some set fire to dozens of tents used by protesters occupying the square for weeks, and bulldozers ran over hundreds of other tents without checking whether anyone was still inside, two witnesses said.

One of the witnesses, Mohammed al-Zarafi, said he saw tents being set on fire while injured protesters were still inside.

The other witness, protester Boushra al-Maqtali, called the attack "a real massacre."

"The square and the [field] hospital are in ruins," she said. "The tanks took the place of hundreds of tents that were set up there. The artillery units are occupying the whole space to make it impossible for the youth to return to the square," she said.

Troops also attacked the Majeedi Hotel overlooking the square, where journalists were detained, al-Shugaa said. Then snipers took over the top of the building to shoot at protesters, he said. Amateur video aired by Al-Jazeera TV showed masked men with rifles shooting from rooftops at protesters in the streets.

Al-Shagaa said most of those injured were in critical condition with gunshot wounds to the head, chest and neck. Several dozen of the injured were dragged away by security forces, he said.

How To Stop Snoring

Article by liam edmenson

How To Stop Snoring

Snoring typically bothers bed mates far more than it bothers the snorer, although in some cases the snoring is so loud that even the snorer is woken up. Getting a good night?s sleep is really important. There are so many health issues that are clearly tied to getting enough rest that getting a good night sleep goes far beyond just feeling alert the next day.

To really understand how to stop snoring it is important to understand what causes snoring. There are several different things that cause snoring.

Stuffy Nose

Snoring can be a temporary condition that is associated with having a cold or an allergy outbreak. In these cases obviously the only way to stop the snoring is to clear up the nasal passages, which may or may not be possible. A room humidifier might get this type of snoring under control. Decongestants may also help not only the snorer to get some rest but the rest of the house as well. Getting those sinus passages open will stop snoring. There are commercial products on the market that are geared toward just this solution.

Tonsils

Many children snore because they suffer from kissing tonsil syndrome (some adults can too). Doctors are more reluctant today to remove tonsils than they were twenty years ago, but snoring is one of the indicators that the tonsils must go! Removing the tonsils will stop snoring.

Overweight?

Being overweight can also cause snoring, to stop snoring simply lose the weight. Of course this is not quite as simple as it sounds, but if you are overweight and you snore once you lose the weight you will stop snoring.

Change Sleeping Positions

If you sleep on your back, there is some indication that if you learn to sleep on your side it can stop snoring. This is a pretty simple way to stop snoring, simply turn over. Getting a good night sleep is so important, if all else fails consult with your doctor to see what other options there is to figure out why you snore and how to stop snoring.

TV Network Refuses To Mark Coleman Death Anniversary

1 hour ago | WENN | See recent WENN news ?

Gary Coleman's former manager Vic Perillo has been left disgusted by U.S. TV executives after they refused to mark the anniversary of the tragic actor's death on Saturday.

The Diff'rent Strokes star died on 28 May, 2010 and Perillo has been urging network bosses at NBC, the channel which aired the hit 1980s sitcom, to remember Coleman by running a special tribute this week (begs23May11).

But his request was ignored by NBC heads and Perillo is astonished by their apparent disregard for Coleman, one of the most beloved child stars of his generation.

In a statement issued to WENN, Perillo says, "Gary was exclusive to NBC... He kept NBC in the top ten shows during the 1980's. The late President of Entertainment Brandon Tartikoff personally heralded Gary as responsible for keeping the network in the top ten.

"Network producers and chief executive officers at NBC have responded with, 'We don't have time. We don't want to set a precedent,' and 'We are not interested'.

"I have asked that a simple 10 second picture flashed on the screen of the Today show be shown with an inscription, 'In memoriam to one of NBC's Family'... They could care less."

Getting help for the most common, most ignored type of pain | La ...

(ARA) ? If our teeth ache, most of us will quickly head to the dentist for treatment. But if your feet hurt, do you just chalk up the pain as a discomfort of modern life? Sadly, most of us do.

Most Americans say they have foot pain at least some of the time, and more of us have pain in our feet than in any other part of our bodies we consider vital to health, such as skin, teeth or even the heart, according to a recent survey by the American Podiatric Medical Association. Yet feet rank lowest on the list of body parts and functions that Americans consider important to their health, the APMA study shows. Additionally, many Americans don?t seek foot care from a podiatrist ? a doctor specially trained to care for feet.

Foot health directly affects the quality of our lives. When our feet are healthy, feeling good and working well, they can enable us to go about our normal routines. But injured, ill or just plain old sore feet can undermine the foundation of our good health. Feet are often indicators of our overall health; signs of arthritis, diabetes, and nerve and circulatory problems can all be detected in the feet. People suffering from foot pain are also more likely to suffer from a variety of other health issues, including back, knee and joint pain, and weight and heart problems.

So how do you know if your foot pain is just annoying, or serious enough to merit a visit to a podiatrist? Persistent pain or sudden severe pain should definitely raise warning bells, experts agree. Beyond that, keep in mind that there are many sources of foot pain, and many foot ailments that can be treated best by a podiatrist, including:

* Arthritis
* Athlete?s foot
* Bunions ? an enlargement of the joint at the base of the big toe
* Wounds or nerve damage due to diabetes
* Foot and ankle injuries
* Heel pain, especially if it is chronic
* Nail problems, including nail fungus
* Pinched nerves
* Peripheral arterial disease ? a blockage or narrowing of the arteries in the legs
* Skin cancer
* Warts

Today?s podiatrist is a true expert, trained to diagnose and treat conditions affecting the foot, ankle and related structures of the leg. The country?s 15,000 practicing podiatrists work in a variety of disciplines, from sports medicine and pediatrics, to dermatology and diabetes. Podiatrists can:

* Perform surgery
* Provide complete medical histories and physical exams
* Prescribe medicine
* Set breaks and treat sports-related injuries
* Prescribe and fit appliances, insoles and custom-made shoes
* Order and provide physical therapy
* Order and interpret X-rays and other imaging scans
* Work as a member of your health care team

Economics on the Silk Road: Let's cut to the chase

Do tax cuts attract firms?

Since Kazakhstan gained independence in 1991, foreigners have invested more than $100 billion in its capacity to produce, said the country?s minister of economic development and trade, Kairat Kelimbetov. To stay on a roll, Kazakhstan is offering foreign firms some new subsidies -? even as it raises taxes on foreign firms already here. A 568-hectare industrial park in Almaty, next to the highway to Astana, would offer rail access and a terminal for containers. Not to be outdone, Astana is also developing an industrial park. Will such infrastructure subsidies attract enough firms to pay off?

Since 1960, statistical studies of this question in the United States have focused on cities and states, because of their avid competition for relocating firms. The results suggest that a city government can affect where the firm locates by spending wisely. Merely raising taxes may drive a firm away, especially if it can find a nearby local government with lower taxes. Within a city, a rise in taxes of 10 percent for one municipality may cause its business activity to drop by 10 to 30 percent, finds economist Timothy Bartik. Much depends on how the government spends the money. If it spends the additional tax revenues on providing more services, then the city economy may grow more rapidly. On the other hand, if it spends the money on programs that redistribute income, then the city economy may diminish.

Rather than raise taxes, the city may try to attract a firm by cutting them. For example, it may exempt new firms from paying property taxes for several years; or it may loan money to a developer, or guarantee a loan. Kyrgyzstan attracted a Coca-Cola plant to Bishkek in 1996 with a five-year tax break to take effect once the plant made a profit, reported The Washington Times. Evidently, Kyrgyzstan offered the tax break partly to offset the high transport costs in the country, perhaps stemming from the border that Uzbekistan closes periodically.

Some analysts fear that competitive tax-cutting may compel localities to ?race to the bottom,? where all tax rates are too low to finance worthwhile programs. In 1995, John Anderson and Robert Wassmer studied the Detroit area, where localities vied keenly for jobs in the wake of the city?s loss of market share in the global automobile industry. They found that, as more cities offered tax breaks, the remaining ones joined the pack more quickly, as if they were afraid of losing firms to their neighbors. After 15 years, the likelihood of offering tax breaks diminished, perhaps because residents began to oppose them. Indeed, richer cities were less likely to offer breaks than poorer cities, perhaps because the rich opposed factory pollution.

To avoid getting mauled in tax competition, local governments try to identify the best types of tax cuts. Studying Detroit in 1994, Wassmer found that subsidies tailored to particular firms rarely succeeded, but much depended on the city?s traits. Property tax breaks could boost manufacturing value in an old city, although they failed in the average city.

Rather than cut taxes, the city may issue bonds in order to buy land or machinery and lease it back to the firm at bargain rates. In Wassmer?s study, such industrial development bonds seemed to increase manufacturing value in new cities ? and to increase employment in old ones. In an old city, the bonds may add a few jobs but not overcome the loss in value that?s due to aging capital. The new city is more likely to attract a high-tech firm, which may use the bonds mainly to buy machinery in place of workers.

Tips for TIFs

Incentives attract few retail firms, since these must locate near their markets to survive. Only a huge tax break could persuade a retailer to leave its old market for one less profitable. In Wassmer?s study, about the only incentive that worked was using the retailer?s tax payments to finance city projects that benefited it in particular, such as new roads to its site. This is ?tax-increment financing? (TIF): The increment that the firm adds to the local tax base finances its own infrastructure.

This may sound like a good idea: The firm pays for services received, just like a customer in an ice cream store. Unfortunately, the city often will offer tax-increment financing only in a blighted area, hoping to redevelop it. But the area is blighted precisely because firms find it an expensive place in which to do business. The tax-increment financing thus induces firms to move from low-cost areas and into high-cost ones. That?s inefficient, since it reduces the amount that we can produce for a given cost. It?s like offering students a bribe if they will move from the quiet study areas of the library and into the concession room. They will study less.

Analyzing the Chicago area, Richard Dye and David Merriman found that communities adopting tax-increment financing grew more slowly, economically, as a result. Property values, measured by assessments, dropped by nearly a percentage point. The drop was not so severe for communities where the district offering tax-increment financing was larger compared to the entire community. When most of the city is in the district, then there are few opportunities to relocate a firm from the low-cost area outside the district. Hence relocations are less inefficient than in other cities.

Wassmer?s study of 25 cities in the Detroit area reached a similar conclusion. In 12 cases of a link between economic incentives and economic growth, the relationship was negative in seven: Cities that offered tax breaks grew more slowly. Wassmer suggested that slowly-growing cities are simply more likely to offer incentives to attract firms. Another possibility is that incentives persuade firms to move to the wrong areas.

Is it in the public interest for the city to offer tax breaks to try to create jobs? If markets work well, then every firm will locate where it maximizes profits. To offer a tax break may distort this decision, since the firm may impose costs on the jurisdiction that exceed the taxes that it pays. In Montgomery County, Maryland, an affluent suburb of Washington, D.C., Bartik found in 1989 that each new office job produced county revenues of $410 per year -? but required new highways that cost $347. This left little tax money to pay for sewers, water, police or fire safety. A tax break may better suit a city with a languishing economy and excess capacity, since the firm there would not congest roads and sewers.

Bartik argues that relocating jobs from areas of low unemployment to areas of high unemployment creates value. The jobless in an area of high unemployment will seek work more desperately, so they will value a job more highly. Also, relocating jobs from the growing economy will ease congestion of the infrastructure there ? and it will make better use of the empty infrastructure in the sluggish economy.

Could markets (broadly defined) handle these matters? If the jobless in the stagnant economy seek work more desperately, then they will offer to work for lower wages. That will attract firms naturally. If the infrastructure is congested in the growing economy, then the government can raise its taxes. That will drive away firms that cannot pay for the costs that they impose on the city.

Almaty, Astana and Bishkek do vie for business. But the competition that most interests Kazakhstan's government is international: Can Astana woo firms that otherwise would go to China? In the global arena, tax cuts and infrastructural subsidies don't work so well, since the foreign firm must pay high transport costs to relocate in another country. (In principle, a government could overcome this barrier by offering to pay the firm's relocation costs, but it usually finds this too expensive to try.) But the basic question -- can public subsidies to firms increase the net value of production? -- still pertains.

Apple Will Send Your Tracks to the Cloud For Streaming, Come June? [Apple]

Kat Hannaford ?Apple Will Send Your Tracks to the Cloud For Streaming, Come June?The rumor regarding a cloud-based streaming service from Apple just refuses to die, with BusinessWeek claiming that Apple could be previewing the service in June at WWDC, after they've signed deals with three of the four big music labels.

According to the publication, it's only Universal Music that they've failed to sign up so far, but considering Apple's status in the industry, I'm sure it won't be long before hands are shaken and papers and signed. The site says that Apple "will be able to scan customers' digital music libraries in iTunes and quickly mirror their collections on its own servers," according to three people who have been involved in the talks with the labels.

What's piqued my interest is that if Apple detects that the quality of a certain track isn't quite up to scratch, they'll replace it with a higher bitrate version. It's not known if this conversion will cost anything, but considering the cloud-streaming service has been said to be bundled into the MobileMe subscription service that costs $99 a year at the moment, the feature should really be free. I GO HARD NOW: A Long Distance Relationship

This is my first post for I Go Hard Now. As I was sitting here getting up the nerve to click "publish," it occured to me that we have touched on a similar topic in the past. I am clearly a perfect case study for Kendon's A Parent's Guide to Raising a Sports Fan Amongst Competing Sports Markets. Enjoy.

The other day I was on twitter, as I am constantly, when I saw somebody questioning the validity of another Cleveland fan?s allegiance with the question, ?Do you even live in Cleveland?? While it was not directed toward me, I felt the sting of his accusation as if it was. You see I am not from Cleveland, I have never lived in Cleveland, nor have I spent any extended periods of time in the Greater Cleveland area. I was born in Boston and at raised in a small town outside of Dayton.

However, I have always affiliated (at least from a sports perspective) with Cleveland more than my own metropolitan region for any number of reasons. It could be simply that Dayton has no real sports identity. Oh sure, we have minor league hockey teams that come to town every once in a while before folding due to lack of attendance (but seriously, fuck hockey). The Dayton Dragons are a popular minor league baseball team. who on July 9th will probably break the Portland Trailblazers? record (814) for consecutive sold out games by a professional sports team. If we are to be honest though, it?s a real stretch to call a minor league baseball team a ?professional sport.? The Dragons are more of a sideshow than a sporting event, with more focus being put on the mascots (a boy dragon and a girl dragon!) than the actual game itself.

No, the real reason that I am a Cleveland fan is a familial one. My entire family was born and raised there. I was taught to be proud of my Cleveland heritage, not Dayton. Much like a first generation American would come home from school to hear their parents speaking in their native tongue, I would come home to the sounds of Cleveland. I remember my mom screaming at the TV during the Indians? contending seasons in the 1990s. My Grandfather would always let me know when it looked like the Cavs would win a game, ?It?s not over yet, my boy. This is Cleveland, the fix is in!? He was right more times than any of us would care to admit.

So no, I am not from Cleveland nor do I live there. However, that does not exclude me from feeling pain when we get our hearts stepped on every year. When egotistical shit-heads who think they?re bigger than the game stomp on our testicles, I piss blood just like anyone living in Parma or Strongsville. So in conclusion: Go Cavs, go Browns, go Indians, and go fuck yourself.

I?m out.

Baby Photography ? High Risk, High Reward | Arts And Entertainment

While it can be quite rewarding to take photos of cute babies and toddlers, it can also be a source of frustration and irritation.

Babies tend to sleep, eat and cry a lot and won?t pose in front of the camera but don?t let that put you off photographing them. Do not be discouraged by this ? instead, use this challenge to motivate you towards creating the best baby portrait you could.

You have to come to battle equipped with two important ?weapons? ? patience and a knowledge of child psychology that could make your job photographing babies much simpler. For example, babies six months or older tend to be shy and aloof towards strangers. This is where child psychology comes in ? you must try to play with the baby, or even become a child yourself while taking the photograph. That?s right, imagine yourself as a baby ? and maybe use your car keys as a toy. But do not let this play-acting get in the way of your job ? you are supposed to be taking a baby portrait, so make sure you know what to do next after you get the baby all amused and giggling. When shooting a newborn baby?s portrait, be aware that this can be quite hard. You will want to work on close-up shots of the baby?s head as these babies wouldn?t be too playful. Use natural sunlight coming from a bedroom window to add that much-needed element of mood.

As for babies several months old, their senses are more developed and thus are more playful than others. The child will get tired easily, so working fast is paramount.

Babies seven months or older can be very tricky to shoot. This is because these babies are prone to boredom and will want to change position in a minute or less.

If you have decided on baby photography as your photography subject of choice, then you should have a) your own studio and b) lots of baby toys for amusement. A light colour background will work best and shoot the portraits in colour and black and white.

Parents may be worried about the affect of studio lights on their baby. You have to confidently explain that strobe lights are safe even for babies. Try to explain this before it becomes a concern.

Don?t ever handle a baby without the parents consent. Of course it is a parent?s instinct to protect their babies and react when someone else holds their small children.

Watch out for the fingers ? fingers in the mouth can be attractive but on most occasions they will obscure the face.

This article wouldn?t be complete, though, without one final word of quick advice ? ask the parents first before you resell the baby photo to an agency. Many magazines and agencies want to buy baby pictures, that?s for sure, but they won?t do so unless the parents have given their express permission. Yes, it is indeed important to show off your technical skills on the baby portraits, but you should make it a point to show evidence that proper child care was being put into practice.
