Chesapeake will open the following shelters at 7pm Sunday night:

RESIDENT SHELTER

The City of Chesapeake will open a Storm Shelter tonight, Sunday, October 28, at 7:00 p.m. at Oscar Smith High School, 1994 Tiger Drive. Residents who decide to come to a shelter need to understand that conditions are extremely basic. Residents should bring adequate food, water, medical supplies, bedding and comfort items for each member of their family for a stay of at least 48 hours due to the anticipated severity of the storm. Shelters provide a safe, dry location during the storm. In addition, access to electrical power (other than lighting) is extremely limited or may not be available at all.

MEDICAL NEEDS SHELTER

The City will open a medical needs shelter for residents who are oxygen dependent or who need electricity for medical equipment? today Sunday, October 28, at 7:00 p.m. at Greenbrier Middle School, 1016 Greenbrier Parkway.? This shelter is intended for those whose medical needs cannot safely be met at home during the storm.

The shelter does not take the place of a hospital and is intended only for those whose conditions are stable. A primary caregiver should accompany each individual to the shelter to provide support.

Residents coming to the shelter need to bring durable medical equipment and oxygen tanks, medication and supplies, personal care items, special foods, and vital documents. Service animals only are permitted. They must also bring their own bedding and comfort items.

PET SHELTER

A Pet Shelter will open tonight at 7:00 p.m. at River Crest Community Center,?? 1001 River Walk Parkway. The shelter will accept domestic animals only, with the exception of snakes which are not permitted. Owners should bring food, a towel, any medications, and their animal?s crate/cage, if possible. Loaner crates are available as supplies permit. Birds and pocket pets MUST be in their own cages. Pet owners will be provided shelter at Oscar Smith High School and owners will be allowed to return to the Pet Shelter to walk and visit their pets as weather conditions permit.

Newport News:?

Warwick High School, located at 51 Copeland Lane, will open as shelter at 8:00 a.m. Sunday, October 28th.? Residents should bring the following:

  • any medications or special needs equipment as well as caregivers;
  • air mattresses, blankets, and pillows;
  • special items for babies and toddlers, the elderly and handicapped;
  • reading materials and games;
  • toiletries (toothbrush, toothpaste, soap, etc.);
  • clothing;
  • water (at least one gallon per person per day);
  • non-perishable food; special diet foods, including foods for seniors and infants;
  • first aid kit; and
  • battery operated radio, flashlight and extra batteries.

There is limited capacity for pets (dogs and cats only) at the shelter. Residents who bring pets need to bring a kennel, cage or crate, pet food, and water, and be prepared to care for your pet. Animals will be housed at the shelter, but separately from people.

Norfolk:?

The city of Norfolk will open the following four shelters tonight Saturday October 27, 2012 at 6:30 p.m:

Bring all necessary food and medications. All pets must be on a leash or in a carrier.

Residents are advised to bring bedding materials, toiletries, medicine, food and any other items they deem necessary to ride out the storm.

Virginia Beach:

The City of Virginia Beach will open an emergency shelter at 10 a.m. Sunday to accommodate residents during Hurricane Sandy at Birdneck Elementary School, 957 S. Birdneck Road.?

Portsmouth:?

An emergency shelter will open Sunday morning at Lakeview Elementary School at 8 a.m.? The address is 1300 Horne Avenue.?

Mathews County:?

A shelter will open at 8 am Sunday at Thomas Hunter Middle School.

Big storm scrambles presidential campaign schedules

LAND O'LAKES, Fla. (AP) ? The big storm taking aim at the East Coast a little more than a week before the election has scrambled campaign plans, with both candidates canceling events and President Barack Obama moving up his departure for Florida to beat the storm.

In an extraordinarily tight race, Hurricane Sandy has forced Obama and Republican Mitt Romney to toss out carefully mapped-out itineraries as the candidates work to maximize voter turnout while avoiding any suggestion they were putting politics ahead of public safety. Romney canceled plans to campaign in Virginia on Sunday, opting instead to join running mate Paul Ryan in Ohio.

"The storm will throw havoc into the race," Sen. Mark Warner, D-Va., said on "Fox News Sunday," noting that a Monday rally with Obama and former President Bill Clinton has already been canceled.

David Axelrod, a top adviser to Obama's campaign, said it was impossible to predict how the storm would affect the election but acknowledged it could drive down turnout to Obama's detriment.

"Obviously, we want unfettered access to the polls, because we think the more people that come out, the better we're going to do," Axelrod said on CNN's "State of the Union." ''And so, to the extent that it makes it harder, that's a source of concern."

On Saturday, Romney was in Florida speaking of bipartisanship, while Obama tried to nail down New Hampshire's four electoral votes.

The former Massachusetts governor presented himself as a staunch conservative during the Republican primaries but has struck a more moderate tone as he appeals for support from women and independent voters. He promised to "build bridges" with Democrats.

Romney coupled his message with digs at Obama for "shrinking from the magnitude of the times" and advancing an agenda that lacks vision.

Obama, heading to Florida on Sunday night rather than Monday as first planned, spoke with volunteers at a Teamsters hall in Manchester, N.H., on Saturday. "We don't know how this thing is going to play out. These four electoral voters right here could make all the difference."

Winning the White House takes 270 electoral votes. Obama is ahead in states and the District of Columbia representing 237 electoral votes; Romney has a comfortable lead in states with 191 electoral votes. The rest lie in nine contested states that remain too close to call.

The president adjusted his campaign speech at a Nashua rally to appeal to voters in low-tax New Hampshire, hammering Romney for raising taxes and fees when he led Massachusetts.

Obama accused Romney of running in Massachusetts on a pledge to lower taxes, then making life more expensive for the middle class after taking office.

"All he's offering is a big rerun of the same policies," Obama said.

The candidates worked to lock down every possible early vote without intruding on emergency preparations as the storm's expected track looked to affect at least four of the most competitive states: New Hampshire, North Carolina, Ohio and Virginia.

Obama canceled appearances in Prince William County, Va., on Monday, and Colorado Springs, Colo., on Tuesday so he could monitor Hurricane Sandy.

He moved the departure for Florida to beat the storm and planned a Monday stop in Youngstown, Ohio, before returning to Washington.

Instead of campaigning in Virginia as scheduled, Romney was set to join Ryan for three stops of his Ohio bus tour. Romney's trip to Florida was timed to coincide with the first day of in-person early voting in a state where 29 electoral votes are up for grabs.

Vice President Joe Biden canceled a Saturday rally in coastal Virginia Beach, Va., to allow officials there to focus on disaster preparedness and local security concerns. But he went ahead with an appearance in Lynchburg, which is inland.

Biden said Romney and Ryan are fleeing from their record to appear more moderate than they are. The Republican nominees, Biden said, "are counting on the American people to have an overwhelming case of amnesia."

Scientists step up hunt for bacterial genes tied to lyme disease

ScienceDaily (Oct. 25, 2012) ? Investigators at The University of Texas Health Science Center at Houston (UTHealth) have accelerated the search for the bacterial genes that make the Lyme disease bacterium so invasive and persistent. The discovery could advance the diagnosis and treatment of this disease, which affects an estimated 30,000 Americans each year.

The researchers have developed a new technique that allowed them to test 15 times more bacterial genes than had been evaluated in the previous 30 years to ascertain their roles in infection. Findings appeared Oct. 25 in the online journal PLOS ONE.

Scientists hope to use this information to unravel the mystery of how the spiral-shaped bacterium Borrelia burgdorferi causes Lyme disease. Ticks carry the bacterium and transfer it to animals and humans when the tiny spider-like creatures bite. The Lyme disease microorganism was discovered in 1981.

"We believe that this will be one of the most significant publications in Lyme disease in the next several years. This global approach will help 'move the field forward' and also serve as a model for other pathogens with similar properties," said Steven Norris, Ph.D., the study's senior author and the vice chair for research in the Department of Pathology and Laboratory Medicine at the UTHealth Medical School.

The bacterium can invade almost any tissue in humans or animals and trigger an infection that lasts from months to years. Its symptoms include a reddish rash that often resembles a bull's eye and flu-like symptoms. The disease can lead to nervous system problems, joint inflammation and heart abnormalities. Most instances of Lyme disease can be treated with antibiotics.

"Our long-term goals are to screen, identify and characterize the virulence determinants of the Lyme disease bacterium and thereby dissect the mechanism of pathogenesis in mammals and ticks," said Tao Lin, D,V.M., the study's lead author and assistant professor of pathology and laboratory medicine at the UTHealth Medical School. "With this information, we will have a clearer picture about the virulence determinants and virulence factors for this fascinating microorganism and the mechanism of pathogenesis behind this unique, invasive, persistent pathogen."

Norris, the Robert Greer Professor of Biomedical Sciences at UTHealth, and Lin are running tests on the 1,739 genes in the bacterium to see which genes impact the microorganism's ability to spread disease.

To do this, they mutated the bacterial genes and gauged the impact in a mouse infection model. Overall, 4,479 mutated bacteria were isolated and characterized. Whereas it took researchers about three decades to knock out less than 40 bacterial genes, Norris and Lin knocked out 790 genes in a comparatively short period of time; some genes were "hit" multiple times. A newly developed screening technique, which involves signature-tagged mutagenesis and Luminex?-based high-throughput screening technologies, can also be used to identify infection-related genes in other bacteria.

"This kind of study enables us to better understand the disease pathogenesis at the basic level," said Charles Ericsson, M.D., head of clinical infectious diseases at the UTHealth Medical School. "In time, such understanding of virulence properties might enable us to develop vaccine candidates, better diagnostic tools and perhaps even targeted drug intervention."

Norris and Lin are on the faculty of The University of Texas Graduate School of Biomedical Sciences at Houston.

Previously, Norris helped develop a method based on one of the bacterium's proteins, called VlsE, for diagnosing Lyme disease. The test, which is now used worldwide, involves detection of VlsE-specific antibodies, which are often found in people and animals infected with Lyme disease.

Also participating in the study from UTHealth were Lihui Gao, D.V.M., Chuhua Zhang, Evelyn Odeh and Loic Coutte, Ph.D. Mary B. Jacobs and Mario Philipp, Ph.D., of the Tulane University Health Sciences Center collaborated on the study as did George Chaconas, Ph.D., of The University of Calgary in Canada. Mutated strains produced through this study are being made available to the scientific community through BEI Resources.

The study is titled "Analysis of an ordered comprehensive STM mutant library in infectious Borrelia burgdorferi: insights into the genes required for mouse infectivity." The project described was supported by Award Number R01AI059048 from the National Institute of Allergy and Infectious Diseases.

Ask any Sci-Fi geek what the greatest threat to computers is and they will not respond with ?Cyberwar?, or anything with the word ?Cyber? in it. They will say ? EMP. Electromagnetic Pulse weapons will kill any electronics in its blast radius. The problem is that EMP based weapons can have a large field of effect. An EMP blast from a high altitude nuclear weapon detonation could knock out systems in a whole country.

But what if you had the ability to target individual buildings? And not only that, what if you could place this weapon in a missile based package?

Well, now, you can!

Last week, members of Boeing, Raytheon and the US Air Force Research Laboratory successfully tested the first high power Microwave missile. The Counter-Electronics High Powered Advanced Missile Project or CHAMP for short, successfully targeted and destroyed the electronics in a two story building:

?CHAMP approached its first target and fired a burst of High Power Microwaves at a two story building built on the test range. Inside rows of personal computers and electrical systems were turned on to gauge the effects of the powerful radio waves.?

?Seconds later the PC monitors went dark and cheers erupted in the conference room. CHAMP had successfully knocked out the computer and electrical systems in the target building. Even the television cameras set up to record the test were knocked off line without collateral damage.?

This missile is a huge leap in EMP based weapons. The ability to target individual sites (7 were targeted in the test) with no collateral damage is imperative to the insurgent type wars that the US is fighting today.

?This technology marks a new era in modern-day warfare, in the near future, this technology may be used to render an enemy?s electronic and data systems useless even before the first troops or aircraft arrive,? said Boeing program Manager Keith Coleman. ?Today we turned science fiction into science fact?

The US already owns weapons that can knock out power plants. These weapons (Like the BLU-114/B) work by releasing conductive material over power plants. The material shorts out the high power transformers effectively shutting the plants down. Weapons like this were used by the US to take out Serbia?s power in 1999 and even Iraq?s power during Desert Storm.

But what if the target facilities have backup generators? Or you wanted to target individual buildings instead of entire cities? Or the target had electronics that needed to be destroyed? In these cases CHAMP would be an exceptional choice.

But using them together could be even more devastating to enemy forces.

This missile most likely will replace cyber warfare in many cases. As the ?Shamoon? coder found out, code may not always act like you want it to. And one of the greatest fears in Cyber War is that the code will be captured, modified and used against the creator.

Using CHAMP will knock out not only the computers but any electronics in the target area.

Frank Sinatra?s long love affair with blues, broads and booze, as he often phrased it, was well chronicled during the iconic singer-actor?s lifetime. Now, 14 years after his death, his favorite brand of whiskey is honoring him.

Jack Daniel?s Sinatra Select was unveiled this week, the first step in a drawn-out marketing plan.

Sinatra Select, bottled at 90 proof (45% abv), is matured longer than the standard Jack Daniel?s, in ?Sinatra barrels? that have carved interior grooves to expose the whiskey to more wood. That results in a faster maturing spirit.

The new expression will be launched ? with an initial suggested retail price of $150 per 750 ml bottle ? at McCarran International Airport in Las Vegas Airport in December. It then will be rolled out to about 200 other airport locations around the world in January.

The marketing plan calls for selling Sinatra Select at the Jack Daniel?s distillery in Lynchburg, TN, beginning in 2013, and eventually being made available in other domestic markets.

Why the delays?

?We hope people will both collect it and consume it,? said Jim Perry, managing director of Brown-Forman Travel Retail. ?The year 2015 will be Frank Sinatra?s 100th birthday. Over the next couple of years, we?ll be building up to that moment.?

Week Seven was a very lucky week for yours truly.? With an unlucky 13 games on the schedule, I got 12 of them correct, with only a late comeback from the Titans blocking an unprecedented piece of perfection.

More importantly, MDS and I disagreed on three games.? Thanks to the Cowboys, Saints, and Colts, my two-game season-to-date lead has been extended to five games.

For the year, I?m now 67-37, and MDS is 62-42.

Longtime MMA figure Jeff Blatnick dies

Jeff Blatnick, a longtime figure in MMA as a judge, official and announcer, died after complications from heart surgery at the age of 55.

Blatnick was involved with the UFC from its early days. He was the commentator for UFC 4 through UFC 32, and as UFC commissioner was instrumental in the sport's evolution into the regulated sport we know today. He stuck with the sport as a well-respected judge.

Nick Lembo, the head of the New Jersey State Athletic Control Board, remembered Blatnick as key to the growth of MMA.

"Jeff will always be a crucial part of the formation and growth of MMA. He was a great judge and even refereed here. Far more than that, he was one of the best men I ever was graced with the pleasure of calling my friend," Lembo said to Cagewriter.

"I just spoke to him last week when he was appointed as a judge by the State of Washington Commission to officiate December 8 for the UFC on FOX Show," UFC vice president of regulatory affairs Marc Ratner said via email. "Very sad. He was one of the pioneers of the sport and was there at the very beginning of MMA in 1993. He was involved in formulating the Unified Rules of MMA and was one of the top MMA judges in the world."

UFC president Dana White also remembered Blatnick by tweeting, "RIP Jeff Blatnick."

Before Blatnick started with MMA, he was a highly decorated wrestler. He qualified for the Olympic team in 1980, but didn't compete because of the boycott. In 1982, he was diagnosed with Hodgkins lymphoma. He fought back to make the Olympic team again, and Blatnick won Olympic gold in 1984. Though a return of cancer forced his retirement, he continued to support wrestling as a coach and commentator.

American Family Insurance Cancels Man's Policy: Having A Trained ...

The way many homeowner insurance policies work, if you have a certain type of dog at home, your coverage can be terminated because they?re considered too much of a liability. But American Family Insurance has taken the quite unusual step of canceling the policy of a county deputy sheriff near Omaha because of his live-at-home partner ? Diezel, a trained police dog.

Under the county?s rules, officers in the K-9 unit must keep their dogs at home. In addition, the county is responsible for insuring the dogs ? which means there should be no conflict with homeowner policies that prohibit certain breeds.

American Family Insurance notified the deputy that his coverage would be terminated after an on-site review of his home, where a worker saw his K-9 cruiser parked in the driveway, reports the Omaha World-Herald.

In a letter dated Oct. 15 the company wrote:??Due to the additional liability exposure of your police dog, we are unable to continue your homeowner coverage.?

The dog is a Belgian Malinois and again, is insured by the county. He lives in a large kennel with high fences and a concrete pad, says his human owner, and the pair of them have state and national certifications.

?This is infuriating that I?m getting dropped because of my profession,? said the deputy, claiming it comes down to bias against what he does for a living.??He?s my dog. He has to go home with me.?

An American Family spokesman says it?s not about bias, and the decision to cancel coverage was just based on the dog.

?It?s a big issue. Dog bites, or dog attacks, are the largest single cause of homeowners? claims since the 1990s,? he said. The company restricts certain breeds, trained guard and attack dogs. Diezel is none of the prohibited breeds but counts as an attack dog, in the company?s view.

American Family says the deputy said Diezel would attack a person if they entered his yard, but the deputy denies that conversation ever happened.

The spokesman also added that he knows the county covers the dog but isn?t really sure what happened when it came to the county certifying that fact.

?I was told that they were going to send a letter and have the county sign it,? says the deputy of that plan of action, but instead he just received a cancellation notice. He?s taken his business elsewhere, and has procured a new insurance policy.

NYT defends incoming chief amid BBC scandal

(AP) ? The New York Times stood by its incoming chief Wednesday, even as questions about a BBC child sex abuse scandal followed him from one of Britain's most respected news organizations to one of America's.

But as new CEO Mark Thompson was getting support from his new bosses, the Times ombudsman questioned his fitness for the job.

And in Britain, a lawmaker said he had more questions for Thompson.

As Thompson prepares to take over as president of The New York Times next month, he has been put on the defensive about his final days as head of the BBC and the broadcaster's decision to kill what would have been a bombshell investigative story alleging the late Jimmy Savile, one of its biggest stars, had sexually abused up to 200 children.

In a letter to a lawmaker and an interview with the Times, Thompson said he never knew of the Savile story before it was spiked and had never met the network's popular star.

New York Times Co. spokesman Bob Christie said Wednesday that the BBC scandal had "obviously been a topic that we've discussed" internally, but the Times was satisfied with Thompson's answers.

"Mark has done an excellent job of explaining the matter," Christie said. Thompson said he played no role in spiking the BBC investigation and "we're satisfied with that."

Thompson will start as the organization's CEO on Nov. 12, Christie said.

The BBC scandal has horrified Britain with revelations that Savile, a popular children's television presenter, cajoled and coerced vulnerable teens into having sex with him in his car, in his camper van, and even in dingy dressing rooms on BBC premises. He is also accused of sexually assaulting disabled children at hospitals that he helped by raising charity funds.

Police say there could be more than 200 victims, leading one child protection charity to say that Savile could rank among Britain's most prolific child sex predators.

The BBC said Tuesday it was looking into claims of sexual abuse and harassment against nine other current and former employees and contributors.

As increasing numbers of BBC executives come under the microscope over what they knew about Savile ? and why the posthumous expose about his sexual crimes was shelved ? Thompson, 55, the BBC director-general from 2004 until last month, is being quizzed about his role as well.

In a letter to Conservative lawmaker Rob Wilson, Thompson said he never met Savile or worked on any of the entertainer's programs, and had never heard any rumored stories about Savile's interest in young girls.

"If I had, I would have raised them with senior colleagues and contacted the police," he said.

Thompson said he heard in late December from a BBC journalist at a company cocktail party that the broadcaster's "Newsnight" program had been investigating Savile, but said the journalist never "set out what allegations 'Newsnight' were investigating or had been investigating."

Thompson said he followed the matter up with other executives who told him the "Newsnight" investigation was canceled for journalistic reasons, suggesting they believed there wasn't enough evidence.

"I had no reason to believe that his conduct was a pressing concern," Thompson told the Times. "Had I known about the nature of the allegations and the credible allegations that these horrific crimes had taken place during his time at the BBC and in the building at the BBC, I of course would have considered them very grave and would have acted very differently."

The BBC denies that a cover-up was the reason it canceled the investigative piece only weeks before the broadcaster aired a glowing tribute show to Savile, a prodigious charity fundraiser who was widely eulogized following his death last year at 84.

But "Newsnight" editor Peter Rippon recently stepped down as the BBC's internal investigation got under way. After weeks of standing by Rippon, the BBC has said his explanation about why the Savile story was not broadcast was incomplete and inaccurate.

Wilson told The Associated Press on Wednesday that he has written to Thompson again seeking more answers.

"There are questions about how much the journalist told him about the 'Newsnight' investigation that need to be cleared up as quickly as possible," Wilson said, adding that Thompson said he is willing to answer questions to the BBC and the U.K. parliamentary committee looking into the matter.

Wilson said Thompson's fitness to serve as The New York Times chief depends on the outcome of the various inquiries.

But The New York Times has already waited months for a new permanent chief executive following the resignation of Janet Robinson last December. One analyst said the paper could ill afford to wait any longer.

"My feeling is if he (Thompson) has no problem that could surface in the near future, there would be no need for him to delay," said Edward Atorino, an analyst with The Benchmark Company. "If there is an issue, he should withdraw."

The controversy drew the attention of The New York Times' public editor, Margaret Sullivan, who asked readers in a column Tuesday to evaluate the incoming chief's answers.

"How likely is it that he knew nothing?" she asked. "A director general of a giant media company is something like a newspaper's publisher. Would a publisher be very likely to know if an investigation of one of its own people on sexual abuse charges had been killed?"

In a carefully worded paragraph that followed, she raised the issue of Thompson's fitness to serve as The New York Times chief.

"His integrity and decision-making are bound to affect The Times and its journalism ? profoundly," she wrote. "It's worth considering now whether he is the right person for the job, given this turn of events."

Sullivan said that while finding an answer was "not as easy as it sounds ... all these questions ought to be asked."

Sullivan's office said Wednesday she would not be elaborating on her post.
