GOP candidates plan Maryland visits

Three Republican presidential candidates ? Rick Santorum, Ron Paul and Newt Gingrich ? are preparing to plant a flag in Maryland ahead of the state's April 3 primary, offering GOP voters here a rare chance to take part in a national political battle.

Local campaign officials said they expect candidates will swing through the state early next week, following Saturday's primary in Louisiana. Maryland, which has 37 delegates to offer, votes the same day as Washington, D.C., and Wisconsin.

"We've been waiting for a long time to get our due attention from the possible next president of the United States," said state Republican Party Chairman Alex X. Mooney. "Maryland matters."

The state's primary comes at an important time for former Massachusetts Gov. Mitt Romney, who campaigned Wednesday in Arbutus. Romney has a significant lead in delegates but has been unable to woo skeptical conservatives.

A national spokeswoman for Santorum's campaign said the former senator from Pennsylvania is planning to visit the state Tuesday, though she provided no details.

Gingrich is also planning a trip to Annapolis on Tuesday, said a state delegate who is leading the candidate's Maryland campaign, and might venture onto the floors of the Maryland General Assembly. National campaign aides have not confirmed that plan.

Del. Warren E. Miller, a Howard County Republican who is co-chairing Gingrich's campaign in Maryland, said he expected Gingrich would arrive in the morning and walk down Main Street to meet with business owners. He said he had also invited Gingrich to the State House.

Gingrich is also expected to attend a fundraiser in Montgomery County, local officials said.

Paul, the Texas congressman, will appear Wednesday at a town hall meeting in Ritchie Coliseum at the University of Maryland, College Park, a campaign spokesman said.

Romney, who dropped out of the running for the nomination in 2008, days before Maryland voted, is the most organized candidate in Maryland. He has amassed a coterie of well-known GOP officials and volunteers.

Twenty-four of 37 delegates in Maryland are awarded by congressional district, meaning that the candidates could add to their delegate count even if they lost the state's popular vote. Ten statewide delegates go to the winner of the popular vote.

Three remaining slots go to party officials, including Mooney.

A debate is raging in Germany over whether the national football squad should pay its respect at the site of the Nazi death camp of Auschwitz when the team plays in the European Championships in Poland this summer.

Auschwitz, built by the Nazis near Krakow during the Second World War, was the extermination camp which murdered 1.2 million of the six million victims of the Holocaust.?

Now a museum and place of remembrance, thousands of German schoolchildren are among the hundreds of thousands who visit it annually.

Dieter Graumann, president of the Central Council of Jews in Germany whose grandparents were gassed there, is among those who says the team should visit the site, arguing; 'It would send a disastrous message to the rest of the world if the German players were to bypass Auschwitz.

'The young players don't bear the blame, but they do bear the responsibility.'

Protestant and Catholic church leaders also say they should go but it is understood that the German FA is not keen on the idea, that it would not only draw attention away from the football but might also put an intolerable emotional strain on individuals.

Henryk Broder, a prominent German-Jewish writer, is also opposed to the gesture.?

In an article in the news magazine Der Spiegel he said; 'What are the footballers supposed to do in Auschwitz? Swear that they're sorry? Explain that this sort of thing can "never happen again?" And has anyone thought about what would happen if the German players visited Auschwitz and became so overcome by emotion that they lost the tournament?

'It isn't about the players visiting Auschwitz. It's about the images of the visit that will be broadcast to the rest of the world afterwards - as if they were touring an SOS Children's Village in Africa to draw the world's attention to the misery of war orphans.

'The German footballers have no business going to Auschwitz. That is, unless some of them choose to go there on their own and without the cameras, for personal reasons that would make them accountable to no one.

'If the German Football Association wanted to take Graumann's advice and "send a message", it could come up with something more original than an obligatory visit to a place where wreaths are deposited, and where visitors can show their retroactive consternation for free.

'Showing solidarity for dead Jews is a cheap exercise. The people who were murdered can't be killed again, nor can they be rescued retroactively.

'But in case someone does feel something resembling 'responsibility' - and there's nothing wrong with that, in principle - then he would be better off declaring his solidarity with those who are alive today, and would like to stay that way.'

German newspapers are filled with those who argue that it is a duty of the footballers to pay their respects there and others, like Broder, who say there is no need for them to go.

But former team captain J?rgen Klinsmann is among those who does believe they should attend because 'players such as ?zil, Klose, Gomez, Schweinsteiger or Khedira are the idols of today, the role models for so many young people'.?

'If they attend a simple ceremony at Auschwitz and are moved by it, then much can be achieved,' he added.

It is understood the government would like the team to make a gesture at the camp as neo-Nazism rises in Germany, particularly among the young, and Internet propaganda denying that the genocide of the Jews ever took place continues to proliferate.

Governor Pat Quinn Thursday announced that the state's request for a U.S. Small Business Administration (SBA) disaster declaration has been approved for nine counties in Southern Illinois that were hit by deadly tornadoes and severe storms on Feb 29.

The declaration makes low-interest loans available to homeowners, renters and businesses in the primary county of Saline, as well as the contiguous counties of Franklin, Gallatin, Hamilton, Hardin, Johnson, Pope, White and Williamson.

"I'm very pleased with the swift approval of our request for SBA assistance," Governor Quinn said. "This is great news for many people and businesses who suffered devastating losses from the tornadoes and severe storms. The low-interest, long-term loans available through SBA will provide a much-needed helping hand as people repair and rebuild their homes and businesses."

Governor Quinn submitted the request for an SBA disaster declaration on Wednesday after receiving word that the state's appeal to FEMA for a federal disaster declaration had been denied. In his letter to the SBA, Governor Quinn affirmed that there are at least 25 homes and/or businesses that sustained uninsured losses of 40 percent or more.

"These low-interest loans from the Small Business Administration will be a big help for the people who lost homes and businesses to the terrible storms and tornadoes," said Sen. Gary Forby (D-Benton). "The state of Illinois has been great. We're already doing a lot for these unfortunate families. I'm glad that the federal government is lending a hand, too."

"Although I was disappointed that we did not receive a FEMA disaster declaration, I am happy that the SBA approved the Governor's request for assistance so quickly," said Rep. Brandon Phelps (D-Harrisburg). "These low-interest loans mean that the people of southern Illinois can put the devastation of last month's storms in the past, and instead work on rebuilding and moving forward."

"This SBA disaster declaration will help many people and businesses with their recovery efforts," said Jonathon Monken, director of the Illinois Emergency Management Agency (IEMA). "I encourage people to contact the SBA to learn more about these loans."

Josh Marshall, editor and publisher of Talking Points Memo, a political news Web site, says Romney has managed to pull off a win in every state that was seen as a 'make or break' for his campaign.

"I think it's clear to most people who watch politics closely that Romney is going to win and he's going to come into Tampa and be the nominee," Marshall said in an interview with The Daily Ticker. "The question is how damaged or how strong is he when he gets there."

Romney, the former head of private equity firm Bain Capital, has billed himself as the best candidate to fix the fragile U.S. economy. But Romney, and his GOP rivals, may have to rethink their strategy as the economy continues to recover.

"The Republicans started this race figuring the economy was going to be stuck at like nine percent unemployment," Marshall says. "The economy is improving slowly but it is improving. Republicans need a plan B."

There are many signs of an economic turnaround. The U.S. unemployment rate is 8.3 percent, a number that has fallen over the past six months but one that remains uncomfortably high for all elected officials. Recent government housing reports suggest that the market may be bottoming and the Federal Reserve gave a tepid, although optimistic, outlook for the domestic economy at its latest FOMC meeting.

Positive economic data has encouraged investors to buy riskier assets again, and the S&P 500 Index (GSPC) is within 10 percent of its October 2007 all-time high.

The biggest liability for Obama's reelection is higher gasoline prices, Marshall says.

According to the AAA's Daily Fuel Gauge Report, gasoline prices have increased 30 cents in one month. In the latest New York Times/CBS News Poll, 54 percent of poll respondents said they believe the president "can do a lot to control gas prices, as opposed to 36 percent who believe they are beyond a president's control."

If gasoline prices had not skyrocketed, Obama would have a much wider lead over his GOP presidential competitors, Marshall added.

Republicans have used the spike in pump prices to attack Obama's energy policies. Obama's decision to reject the controversial Keystone XL Pipeline in January has been a popular target in the GOP nominating contest. According to news reports, Obama plans to expedite the permit process for the Southern half of the Keystone pipeline when he arrives in Oklahoma Thursday.
