BizOpinion: Ben Brancel: Wisconsin's agricultural exports headed in ...

The world's population and economies are growing and the demand for food and agricultural products is growing with them. Wisconsin's reputation for producing a diverse number of safe and high quality products puts our state in a unique position of being able to supply what the world is demanding.

It also gives us an economic boost here at home. In 2011, agricultural exports had a total value of $2.85 billion. It was a record setting year. As Governor Scott Walker said when making that announcement, "It is important we look to markets beyond our borders as one important strategy to produce job-creating growth for Wisconsin."

The recently released first quarter agricultural export numbers tell us we are headed in the right direction. In the first 3 months of this year, Wisconsin exported $700-million worth of agricultural products to more than 100 countries. That's a 16 percent increase over the same period in 2011. We now rank 15th in the nation in first quarter exports. Last year, we were 18th for the same 3 months.

In order to keep agricultural exports growing, we need to help Wisconsin businesses find overseas opportunities and advise them on how to build and maintain relationships with trade partners. That's exactly what the Wisconsin International Trade Team at the Department of Agriculture, Trade and Consumer Protection is doing.

In the first quarter of 2012, Wisconsin dairy producers and processors exported $64-million worth of dairy products to other countries, a 23 percent increase over the same quarter last year. The world-wide demand for ethanol and global market conditions increased Wisconsin's ethanol exports in the first quarter of 2012. Wisconsin exported $75 million of ethanol during this period, making Wisconsin the second largest ethanol exporter in the nation. To give you an idea of the impact international markets can have, there's one ethanol producer in western Wisconsin that ships at least 40 percent of its ethanol product to Canada.

Opening new markets and increasing international market share for Wisconsin companies is one of Governor Walker's priorities. At the governor's urging, the International Trade Teams at DATCP and the Wisconsin Economic Development Corporation are working on new opportunities.

For example, this fall, the DATCP Team will welcome two Vietnamese feed buyers who will be attending the Asian Feed Buyers Mission to World Dairy Expo for the first time. They will meet one-on-one with Wisconsin and Midwest feed exporters in hopes of developing new business relationships. This comes after our trade trip to Vietnam this past January and a visit to Madison in April by the Vietnamese Ambassador to the Unites States who met with us to specifically talk about future trade opportunities.

In June we're bringing in a Colombian buyer to attend the Food Export Association's Feed Buyers Mission in Madison. This Colombian company is looking for a variety of value-added feed products. The new U.S.-Colombia Trade Promotion Agreement that went in to effect this month means certain agricultural products will have immediate duty-free access. Products such as wheat, barley, soybeans, high-quality beef, bacon, almost all fruits and vegetables, whey products and a majority of processed food products. These are all items we produce here in Wisconsin. Businesses should take advantage of these opportunities and the International Trade Team here at DATCP can help them do that.

Wisconsin agricultural producers and processors, especially the small to medium sized businesses, should not feel overwhelmed by the thought of doing businesses overseas. The DATCP International Trade Team offers market research and development, business counseling, international promotion opportunities and educational seminars like the one being held July 11 in Madison. As Governor Walker has said, we need to look beyond our borders in order to keep agriculture a major economic driver in our state. Trade expansion encourages investment and economic growth here at home from the farm to the plants where our farm products are processed. I encourage companies of all sizes to seriously consider entering or expanding their presence in the international marketplace by taking advantage of the available resources. Swiss Re selling its Admin Re business in the U.S. | www.Artemis ...

Reinsurer Swiss Re has announced that it is going to sell off its U.S. Admin Re? business for $600m in cash as it seeks to unlock capital that is tied up in it. Total cash proceeds from the sale will be $900m after a pre-closing dividend. Admin Re provides risk and capital management solutions by which Swiss Re assumes closed books of in-force life and health insurance business, entire lines of business, or the entire capital stock of life insurance companies.

The deal see?s Swiss Re sell their Admin Re holding company, Reassure America Life Insurance Company (REALIC), to Jackson National Life Insurance. The deal is expected to close in the second half of the year and remains subject to regulatory approval. Swiss Re says that it will retain certain books of business.

Swiss Re Executive Committee Member and Chairman of Admin?Re David?Blumer said; ?After conducting a thorough review of the Admin Re portfolio and evaluating the level of capital allocated to the Admin?Re US business, we concluded that we should redeploy the capital in other parts of our business.?

Swiss Re Group Chief Executive Michel M. Li?s says: ?We consistently said the Group?s 2011-2015 financial targets are our top priority. Redeploying the funds freed up through this transaction within the Swiss Re Group will have a beneficial impact on all three of our financial targets in the future, that is to say return on equity, earnings per share and economic net worth growth.?

Swiss Re intend to continue their Admin Re business in the UK and continental Europe where it says they see more opportunity, attractive growth potential, more active insurance deal-flow and higher profit potential.

?Swiss Re is committed to being a recognised force in the closed life book business through the Admin Re Business Unit. By executing transactions in select markets that meet our strict hurdle rates, Admin?Re can continue to extend its global market presence, while further strengthening its class-leading asset and capital management disciplines,? said Michel?M.?Li?s.

Europe is definitely where the opportunity is for taking on large books of life and health business right now. It will be interesting to see whether a renewed focus on Admin Re business in Europe could lead to Swiss Re turning to the capital markets for risk transfer again as the Admin Re business model involves them assuming significant life insurance, longevity and mortality risks which could be offloaded via insurance-linked securities.

Updated 9:03 p.m. ET: SEATTLE ? For most of Wednesday, police didn?t know whether the shootings at a north Seattle caf? and a carjacking murder five miles away were related.

They only knew that a tall, white man with a trim, dark beard had entered a small coffee shop around 11 a.m. and shot five people, killing three. And they knew that half an hour later, someone had fatally shot a woman in the head and driven off with her black Mercedes SUV.

Immediately police issued a warning to residents of Seattle?s University District: Don?t open your door to strangers. Dozens of detectives combed the city, armed with images of a suspect standing alone in the Caf? Racer, one hand on his hip, another on an object that appeared to be a gun. In the image, stools were overturned, coffee cups spilled.


Police found the Mercedes abandoned in West Seattle, a neighborhood across town. A gun was in the driver seat.

Around 4 p.m., a plainclothes officer spotted Ian Stawicki, a 40-year-old from Ellensburg, a college town in central Washington State who used to live in the University District, according to state voter records. He fit the suspect?s description. The officer called for backup.

When Stawicki saw a uniformed officer approach, he knelt down in the middle of the road and shot himself, Assistant Police Chief Jim Pugel said. He was alive early Wednesday evening and being treated at Harborview Medical Center.

Within the hour, police announced that the shootings were related and that Stawicki was suspected of the Cafe Racer killings and of shooting a woman several times for her SUV.

Two men were killed and three more people were seriously wounded in a shooting at a Seattle cafe by a gunman who fled the scene on foot. KING's Linda Brill reports.

His brother, Andrew Stawicki, 29, told the Seattle Times that his brother was mentally ill.

"It's no surprise to me this happened. We could see this coming. Nothing good is going to come with that much anger inside of you," Andrew Stawicki told the Times.

The bodies of two men remained at Caf? Racer throughout the day. The woman died at the hospital, NBC station KING5-TV reported.

Caf? Racer, a coffee shop and restaurant known for its impromptu jazz sessions and diehard regulars, sits at the north end of the University District near the sprawling University of Washington campus. It is four blocks from Roosevelt High School, which was on lockdown as police searched for the suspect.

At the Trading Musician store next door, store manager John Herman said they didn?t hear any sounds until police converged on the scene.

?Our first customer of the day had just come from Caf? Racer, and he thought he walked out right as the person walked in,? Herman told msnbc.com. ?He thought he saw the (shooter) but other witnesses say that he may have actually seen a victim.?

Trading Musician employees hang out at Caf? Racer, Herman said, and the store holds its holiday parties there. Herman said other Caf? Racer employees had arrived and were standing across the street. The owner had also arrived and had been escorted by police to the crime scene, he said.

The Emerald City, generally considered a safe place to live, had 19 murders already this year. Last year there were 20. NBC's Mike Taibbi reports.

?They seem very upset, but I don?t know if it?s about the fact that it happened, or because they lost somebody,? he said. He said the Trading Musician was effectively closed, but that employees hadn?t left.

Ibrahim Frishak, who was power-washing a sidewalk across the street from where the carjacking occurred, said he heard gunshots and saw a car peeling away,?The Stranger, an alternative weekly newspaper, reported.?

"I just got back a week ago from Libya on vacation to visit relatives," Frishak told the paper. Everyone over there carries guns, he said, adding, "Now I think Libya is safer than Seattle."

At an afternoon news briefing, Seattle Mayor Mike McGinn said he told police that their "highest priority is to find the shooters and bring them to justice." He also asked political leaders to look into gun laws and the culture of violence to see what can be done to keep weapons out of the hand of offenders.

Even before the shootings on Wednesday,?Seattle was dealing with an outbreak of violence that has stumped police officials, who have blamed it on gangs and weapons. Wednesday?s shootings brought the number of homicides in Seattle to 19, nearly as many as 2011.

Last Thursday, Justin Ferrari, a 43-year-old software engineer, was gunned down while running errands with his children in the Central Area. No arrests have been made in that investigation. And over the holiday weekend, four-drive by shootings, one that left a bystander wounded, were attributed to gang activity.

LOS ANGELES (AP) ? Summer television used to mean reruns. This year it's gone to the dogs.

Several new shows star dogs and their owners in need of help. CBS has the lone network show in "Dogs in the City," starring comic, dog trainer and businessman Justin Silver. It's joined by documentaries on PBS and HBO and a series in the works for the Disney Channel, among others.

Each Wednesday at 8 p.m., beginning May 30, Silver will try to help hound and human tackle unsettling problems like joint custody after divorce or dealing with significant others who just moved in.

Is man or mutt usually to blame for problems? It's 50-50, he said, but "a dog's behavior is shaped by the people in its life."

Silver says he won't be the one solving problems, even though he jokes that he speaks dog. Instead he will provide techniques and experiences so owners can fix their own problems.

"It's that old adage: Give a man a fish and you'll fill his belly. Teach him how to fish and he'll never starve. I am teaching you how to fish. But no one learns how to fish perfectly in one hour. It takes constant practice."

If intervention is needed, he will call on his own pit bulls, Chiquita and Pacino. "I use my dogs as much as possible because the thing that influences dogs most is other balanced dogs," he said.

"Dogs in the City" seems to have a lot in common with "The Dog Whisperer with Cesar Millan" on the National Geographic Channel and "It's Me or the Dog" with Victoria Stilwell on Animal Planet. "Bad Dog!" is another Animal Planet show, although it uses videotape to capture misbehavior in a test of sorts to see how far an owner's love will stretch.

Documentaries airing in May and June explore the rewards and redemption of shelter dogs. The American Society for the Prevention of Cruelty to Animals says between 5 million and 7 million companion animals enter shelters every year and between 3 million and 4 million of them are euthanized.

"Shelter Me," a PBS documentary, is narrated by actress Katherine Heigl and is sponsored by the pet food company co-owned by Ellen DeGeneres.

It follows an animal control officer, adoption workers, female inmates who train rescue dogs, and vets who acquire former shelter dogs.

"'Shelter Me' is about the lives that are changed when shelter pets are given a second chance," Heigl said.

Andrew J. Trotto, an Army veteran from Mission Viejo, was teamed up with Teka, a black Lab rescued from a Wyoming shelter by Freedom Service Dogs in Englewood, Colo.

"If it wasn't for her, I'd be dead right now," Trotto says in the film.

"I was an evil person. I hated you or wanted to kill you," he said, describing the PTSD demons that haunted him. "People say suicide is selfish. But when you are in the zone, you're not thinking about that. The terror in your head drives you insane. She (Teka) will wake me up out of my night terrors."

"Shelter Me" will air across the country in late May and June.

HBO will premiere a documentary called "One Nation Under Dog: Stories of Fear, Loss & Betrayal" on June 18 at 9 p.m.

The film looks at America's obsession with dogs, how far individuals will go for their pets and what it will take for people across the country to treat all dogs humanely.

The 73-minute documentary looks at the odds stacked against shelter dogs, spay and neuter education, puppy mills, dog bite victims and how some owners respond when their dog attacks.

The Disney Channel also has a new dog show in the works for the fall and while it does involve a rescue dog, that's where reality ends.

The live-action, multi-camera series called "Dog With A Blog" and revolves around a dog named Stan (who is really a 4-year-old named Kuma).

In real life, Kuma is a husky, golden retriever and border collie mix who was rescued from a shelter. In the show, he is adopted to tame a pair of feuding stepbrothers. Turns out Stan can read, write and blog.

Most people would probably hazard a guess that Americans? eating habits have probably improved over the past decade.

After all, defying age and disease has become a high-profile subject in the media. It?s also turned into a multi-billion-dollar business. Trying to eat well and exercise are age-old solutions to keeping healthy, however. It?s surprising, then, to find that obesity rates are still rising in the U.S.

According to a recent study, the rates of adult obesity increased in 23 states during the past year and did not decrease in any state. And the percentage of obese and overweight children has now climbed to 30% in 30 states. This is troubling news given that an obese child may suffer decades of weight-related health problems such as cancer, diabetes and heart disease, as he or she grows into adulthood.

Don?t think a little extra weight is that big of a deal? According to the study authors, obesity is harming the health of millions of Americans and resulting in billions of additional dollars in healthcare costs. About one-quarter of health costs are related to obesity. Obesity is also one of the biggest contributors to chronic diseases.

For the fifth year in a row, Mississippi has found itself at the top of the list as the state with the highest rate of adult obesity, at 32.5%. West Virginia, Alabama and Tennessee also have obesity rates above 30%. Eight of the 10 states with the highest number of obese adults are in the South. Which state rated the lowest? Colorado measured in at a trimmer 18.9%.

In 31 states, obesity rates exceed 25%, and in 49 states and Washington, D.C., the rates are above 20%. What do all these percentages mean? Two-thirds of the U.S. population is now obese or overweight, according to the report. And, as recently as 1991, no state had an adult obesity rate higher than 20%; in 1980, just 15% of adults were obese. The rate of childhood obesity has tripled since 1980.

The research team is worried that the current economic crisis could make the obesity epidemic worse. Food costs for nutritious foods are expected to rise. On the other side of the coin, the numbers of Americans struggling with depression, anxiety and stress are increasing. These three health concerns often contribute to obesity.

One theory about why obesity is such an epidemic goes like this: throughout almost all of human history, calories have been relatively scarce and hard to get, and physical activity an unavoidable part of survival. We now live in a modern world in which physical activity is significantly reduced, and calories are unavoidable. As a result, humans may be living in an environment totally at odds with their physiology.

The researchers recommend increasing the number of programs in communities that make nutritious foods more affordable and accessible, and providing safe places for people to get physical activity.

    The America's Got Talent auditions continued to roll on in Tampa Bay, Florida tonight - and Nick Cannon continued to hog the spotlight. The producers really need to tone down the amount of Nick interacting with the contestants. Seriously. This isn't Nick Cannon's Got Friends.

    Overall, there weren’t a lot of great performances. The weird acts that we watched included a haircutter that tried to be Edward Scissorhands; a stunning but stereotypical hula hooper; an above-average magician; and a "Boss" dance group that may be a little too out there for mainstream America.

    I don't think that any of the acts we witnessed here will win this season.

    Inspired the Fire - "Urban Glee" had a positive message but I thought the introduction was a bit weak with the solos not having enough power. When they got to the dance section, they were stronger but they lacked precision. There was too much chaos between the dances and the only parts that were synchronized were very basic steps. The group needs more polish to move on.

    Ulysses - The TV fan in his good luck Cosby-esque sweater had a nice voice and a bit of a niche (TV Theme Songs) and I could see production having a great time with him (See: Kinetic King).

    NC Bikini Bombshells - Team Jiggles didn't need to do much to win over the men, but their dancing was awful. You know what they needed? A car to dance on top of. Or hot wings. Tons of hot wings.

    Six months of training concluded this past weekend for six of Elkford?s loveliest young residents.

    Morgan McLean, Chiara MacPherson, Meaghan Frenks, Maddi McHarg, Cassandra Nixon, and Anastasia Wildeman were put through the paces in front of judges Michelle Epp, Program coordinator for the Trail Ambassador program, Yvonne Molle from Odyssey Clothing Store and myself of Fernie. We had the difficult job of ranking the girls on beginning with written essays, opening musical number, sponsor speech and little buddy introductions, talent and frugal fashion show on Friday evening.

    Saturday began with an intense 25 minute interview of candidates by the judges, dinner with the judges with judging on how the girls comported themselves in a social setting and then more speeches, evening gown, impromptu question ,closing number and coronation.

    The hall was full to capacity both nights with family and friends of the contestants who performed very well in all categories that included dress, projection of voice, sincerity of manner, personality and poise.

    These grade ten girls are barely sixteen with Chiara still shy of the number yet they showed poise and grace that was remarkable.

    Organizer Debbie Kliment and Lynn Lundegren and Judge Chairperson Kim Bauer emphasised that this is not a beauty pageant. The girls are given a six month time frame to learn numerous self- improvement techniques to carry them through life. All said the program helped them immensely especially with public speaking. Morgan commented that before being involved with this program she was unable to stand up and speak at all while Cassandra said she couldn?t speak without giggling profusely, both girls spoke well in front of the crowds at the pageant.

    Mayor Dean McKerracher brought greetings saying Council supported this program, then drew a laugh when he said that now that he no longer had grand- daughters taking part in the pageant he could push for more funding for the program. This is the third year for this program and both previous years saw Kenzie and Shelan Bauer compete with Kenzie winning the crown the first year and Shelan winning Princess last year.

    Candidates enjoy a buddy program with little girls spending time with them during the past months in role model capacity.

    The little buddies were part of the show both days and it was very touching to see them hand their candidate a bouquet of fresh flowers and give them a hug.

    This program builds self- esteem for girls competing and the little buddies who could become the candidates of the future say the organizers.

    As a judge I found it difficult to choose, we had to pay rapt attention to every little detail as the girls were all gracious and talented.

    After each category judges scored points for each one privately and then handed the sheet to auditor Mandy Mcgregor. Points were also recorded by the two organizers for the time they spent in preparation events and training. All scores were then tallied and announced to candidates, judges, family and friends by master of ceremonies Lorrie-Ann MacLeod who did an excellent job with her ability to adlib and add humor to both evenings.

    Before the coronation Princess Shelan Bauer and Miss Elkford teen ambassador Sydney Thompson walked down the aisle one last time, gave speeches and presented several awards before announcing the winners.

    Chiara won for best frugal fashion, she purchased a bed sheet for one dollar and made a colourful beautiful outfit that included booties and stole the show as she danced down the walkway modelling.

    Anastasia won a 600 dollar scholarship for selling the most candidates ballots. Morgan won for being best improved in public speaking. Cassandra won Miss Congeniality.

    Visiting royalty from Cranbrook, Peachland and Trail were also on hand to salute the retiring princess and ambassador and also to bring greetings from their respective cities.

    At the end the coveted princess honour went to Anastasia Wildeman with Cassandra Nixon crowned Miss Elkford Teen Ambassador.

    I can?t say enough on how well all the candidates performed in every aspect of the competition. They are all winners in every way.

    Sincere Congratulations to all the candidates and to Cassandra and Anastasia may your year of reign be filled with much joy and laughter and learning.

    (AP) ? Defense Secretary Leon Panetta on Sunday defended the Obama administration's plans to wind down the more than decade-long war in Afghanistan, saying the U.S. is on "the right track."

    "We still have a fight on our hands," Panetta said Sunday on ABC's "This Week."

    "The American people need to know that. The world needs to know that ... but we're on the right track," he added.

    Last week, NATO allies affirmed a plan to end combat operations inside Afghanistan by the end of 2014. Republicans, including Mitt Romney, have criticized President Barack Obama's insistence on setting a firm timetable for the war because they say it shows a lack of commitment to the region and encourages enemy fighters to wait out a U.S. departure.

    Panetta said critics of the plan should be mindful that the timetable has been embraced by some 50 allied nations.

    "That is the plan that has been agreed to. And it's a plan that is working," Panetta said.

    Japan minister visits nuke plant amid safety worry

    TOKYO (AP) - Japan's environment and nuclear minister visited the tsunami-crippled Fukushima Dai-ichi nuclear power plant on Saturday to inspect a spent fuel pool at the center of safety concerns and said it appeared to have been properly reinforced.

    The visit by Goshi Hosono, apparently aimed at demonstrating the safety of the facility, came amid renewed concerns about conditions at the plant's No. 4 reactor after its operator reported a bulging of the building's wall. Nuclear regulators ordered a new investigation and seismic tests of the building and its pool.

    The building was damaged by an explosion and fire soon after the Fukushima plant was hit by a massive magnitude-9.0 earthquake and tsunami on March 11, 2011. The pool, located at the top of the building above the reactor, remains one of the plant's biggest risks due to its vulnerability to earthquakes.

    The plant's operator, Tokyo Electric Power Co., has reinforced the structure and says it now can withstand temblors as strong as last year's quake.

    A small group of journalists was allowed to enter the reactor building for the first time with Hosono. Inside were piles of broken wall panels, pieces of cement and mangled equipment, showing the magnitude of the explosion.

    Hosono, wearing protective coveralls and a full-face mask, climbed a narrow makeshift staircase to the fifth floor to see the pool, which was covered with a protective tarp. TEPCO officials lifted part of the cover to show the water surface.

    He said he was not able to see the newly found 3 centimeter (1 inch) outward bulge in the building's wall with his own eyes, but urged TEPCO "not to take an optimistic view and instead deal with it carefully in order to ensure safety."

    Hosono later told reporters that he could see that the pool had been sufficiently reinforced.

    "I could see steady progress being made toward removal of the spent fuel (from the pool), which is the next major goal," he said.

    The fuel rods in the storage pool are not enclosed as they are in reactor cores and could cause a greater release of radiation in case of a loss of water.

    TEPCO is preparing to move the fuel rods from the pool to a joint pool for all six reactors next to the building, but the process won't start until late next year. The joint pool is located on the ground level and is considered safer, even though it already has 6,000 fuel rods in it, officials said. It is expected to take 40 years to decommission the reactors.

    Akio Komori, one of the TEPCO executives who escorted Hosono, said the company will inspect the No. 4 building to ensure its integrity while continuing with the fuel removal. Komori, however, rejected growing calls to allow outside experts to inspect the plant's safety.

    "As the party with direct responsibility, it's our job to carry out the necessary checks," he said.

    From early on, experts have raised concerns about the pool at the No. 4 reactor, where 1,535 fuel rods - the most of any of Fukushima's six reactors - were stored because the reactor was undergoing major refurbishing and the fuel ordinarily inside its core was also kept in the pool.

    U.S. nuclear officials feared the fuel rods would overheat and melt as water evaporated from the pool.

    The pool had enough water to cover the rods, but officials recently said they might have been saved by chance.

    When the disaster struck, two additional pools next to the fuel storage pool had been temporarily filled with water to store equipment used during the refurbishing. That water flowed into the fuel rod pool as its water level declined, though it's not clear whether the rods would have been exposed otherwise, Nuclear and Industrial Safety Agency official Masaru Kobayashi said.

    A worst-case scenario envisioned by the head of the Japan Atomic Energy Commission two weeks after last year's accident warned that a melting of the fuel rods at the No. 4 reactor would require the evacuation of 30 million people just from the greater Tokyo area.
